GENERAL PURPOSE: Under general supervision, performs professional level technical analysis of financial and operational data; performs complex research; maintains chart of accounts and project ledger to ensure accuracy and alignment to approved budget(s).
The Senior Budget Analyst is responsible for assisting with development, compilation, implementation, and monitoring of the City’s Annual Budgets.
Responsibilities involve advanced analysis of data and preparation of schedules, graphs, charts and reports in support of the annual budget.
Primary Duties and Responsibilities PRIMARY DUTIES AND RESPONSIBILITIES: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.
Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Serve on the team that supports the development and administration of the Annual Operating Budget and Plan of Municipal Services Assist in budget monitoring and analysis e?orts including but not limited to the development of data deliverables and other supporting materials for quarterly and monthly departmental communications.
Administer the required accounting and reporting related to the City’s Tax Increment Reinvestment Zones (TIRZ) and any Public Improvement Districts, along with the coordination of the TIRZ Board meetings.
Process rebates and/or reimbursements as well as manage the accounting and maintenance for the City's various economic development agreements.
Preform the required invoicing and data monitoring for the City’s School Resource Officers and the School Crossing Guards.
Responsible for assisting in the maintenance to the City’s chart of accounts.
This includes but is not limited to the addition and modi?cation to funds, departments, divisions and accounts in the City’s Financial ERP system.
Analyzes ?nancial data and prepares various special and recurring reports to management.
Conduct special studies, surveys, and other assignments of an administrative and/or operational nature.
Senior Budget Analyst Additional Primary Duties and Responsibilities: Perform advanced level revenue, expenditure, and performance measure analysis to support financial decision making.
Serve as the project lead to support the City’s participation in Comptroller’s Texas Transparency Stars program as well as all other comptroller required annual reports.
Assist in the training and guidance of the City’s Budget Analyst.
With the assistance of the entire Finance Department, maintain the ?nance section of the City Website and the City’s Intranet.
Performs other duties as assigned or required.
Education, Experience, Licenses and Certifications MINIMUM QUALIFICATIONS: Education and Experience: Bachelor’s degree in Accounting, Business Administration, Public Administration, Finance, Economics or a closely related field and 1-2 years of experience (minimum of 3 years of experience for Senior level) as it relates to working in a finance/accounting setting; an understanding of municipal finance operations; OR an equivalent combination of education and experience.
Senior level - Master’s degree with major course work in Business Administration, Public Administration, Finance or a field related to the job is preferred.
Required Licenses or Certifications: Must possess a valid Texas Driver’s License Knowledge, Skills and Other Requirements Required Knowledge of: Government budget processes and/or Generally Accepted Accounting Principles (GAAP) related to public sector financial management.
Principles of fund accounting, capital budgeting and financial planning.
City organization, operations, policies and procedures.
Required Skill in: Reading, interpreting, understanding and applying budgeting standards and procedures, applicable Federal rules and regulations, and City policies and procedures.
Analyzing and interpreting complex data using spreadsheet software, quantitative analysis procedures and statistical modeling.
Analyzing operational issues, evaluating alternatives, and preparing complex and comprehensive recommendations and reports.
Learning various software platforms that support departmental efforts Performing analytical work requiring the use of independent judgment and personal initiative.
Reviewing and verifying mathematical calculations and identifying errors.
Assessing and prioritizing multiple tasks, projects and demands.
Establishing and maintaining cooperative working relationships with City employees.
Operating a personal computer utilizing a variety of business software.
Preferred Knowledge of: Federal and State special fund accounting regulations, procedures, and accountability standards.
Principles of organizational development, research design, and statistical and quantitative analysis.
OneSolution Financial Software Developing data-driven reports using industry standard reporting tools such as Cognos BI, Microsoft Power BI or similar tools.
Physical Demands / Work Environment: Work is performed in an office environment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
May be required to work immediately before, during or after an emergency or disaster.
